If law of science hasn't evolved but always was, was future predefined into that science from the beginning?

In science the affected subjects do not have any options but to react in defined ways (and we are all subjected to science). Thus allowing scientists to foretell the outcome. If it does not turn out to be as predicted, the umptions were wrong and not the science itself. Under these constrains would it be safe to say however the beginning came to be when the law of science was defined, everything else was defined at that instance? Awesome moment of instance that must have been.
