Is driving with pengers in connecticut a secondary offense?

I am a teen in CT and if I were to drive with friends (doubt I will, punishment is outrageous) but can a cop pull you over just because you look like you haven't had your license for a year or does he have to have a good reason like you were speeding or have a taillight out?
