What are some institutional solutions for climate change?

Man made climate change is not real, but if you want a solution to this non existent problem that both sides would accept then why not just ban wooden products for building , furniture and paper. Make it illegal to trade in rain forest wood, create new industries making things from GRP plastic. All the extra (harmless anyway) emissions would be offset by not destroying mive areas of forest every year and no one would need to be taxed to death.
